An excellent place to post any ideas you have for improving guild wars would be in Sardelac Sanitarium. This is where everyone makes suggestions. If a particular idea garners a lot of interest from guru members, it's more than likely that someone from anet will see it. They scan game forums like these. Word of warning though: be sure to use the search function first before posting to see if anyone may have suggested your idea before. ;-) Mods don't like multiple threads discussing the same thing.

Honestly, I got the impression they don't even touch that forum, and prefer to navigate the official wiki talk maze.

Seconding Cake Archer's link. It's probably the only suggestion area that we can know the Devs look at from time to time.
